Answer: The sovereignty of Pedra Branca/Pulau Batu Puteh (hereafter Pedra Branca), Middle Rocks and South Ledge has been the centre of dispute between Malaysia and Singapore since 1979 when Malaysia published a map indicating the formations within its territorial waters. The parties, unable to reach an agreement through lengthy bilateral negotiations, invoked Article 36(1) of the Statute of the International Court of Justice. Article 36(1) has the effect of calling for the jurisdiction of the International Court of Justice to settle the matter finally. Located in the eastern entrance of Straits of Singapore, Pedra Branca, meaning ‘white rock’ in Portuguese, has a total area of approximately 8,560 sq m at low tide.
