Western failure to Prevent Genocide,

Answer: The central aim of this dissertation will be to critically examine the genocide in Rwanda with particular emphasis on the obligation to prevent genocide contained within Article 1 of the United Nations Convention of the Punishment and Prevention of the Crime of Genocide 1948. Article 1 provides that; “The Contracting Parties confirm that genocide, whether committed in time of peace or in time of war, is a crime under international law which they undertake to prevent and to punish”. This obligation will be applied to the Genocide in Rwanda with a contextual legal framework surrounding the International Community and their pledge of ‘never again’, enshrined within the Convention, to prevent genocide.
