Answer: Introduction According to the United Nations (UN), drug trafficking refers to the engagement in the manufacture, distribution and purchase of the substances, which are prohibited by any legal regime. Article 4 of the Convention on Psychotropic Substances attempts to elucidate the definition of drugs, explaining that they are controlled substances or those which are recommended by any member state for regulation or prohibition based on the outlined criteria. The World Health Organisation (WHO) is empowered to determine the drugs that are declared illegal based on the substance’s capacity to cause dependency; affect the performance of the nervous system; disturb the thinking processes of individuals; hinder their ability to control motor movement, control their moods, perceptive skills ......(short extract)
