Question: What is the extent of the power of the Parliament at Westminster to intervene in the activities of the Scottish Parliament and the Welsh Assembly? What is the rationale for this arrangement?
Answer: Devolution is the statutory granting of powers from the central government of a sovereign state to government at a sub-national level, such as a regional, local, or state level. It differs from federalism in that the powers devolved may be temporary and ultimately reside in central government, thus the state remains unitary. The Labour government elected in 1997 was committed to securing devolution of government to both Scotland and Wales and to renewing efforts to establish peace and order in Northern Ireland. This commitment caused Westminster in 1998 to legislate separately for Scotland, Wales and Northern Ireland.
